Only time outside your regular duty hours qualifies for travel comp time
Guam is OCONUS — international waiting time rules apply (up to 3 hrs). JTR Ch. 3.
This employee type is NOT eligible for travel comp time under 5 U.S.C. § 5550b and JTR. Uniformed Service members, NAF employees, SES members, contractors, and Foreign Service officers are excluded. Verify with your HR office if you believe an exception applies.

PCS travel does NOT qualify for travel comp time. Travel comp time applies only to TDY (temporary duty) travel between official duty station and a temporary duty station, or between two temporary duty stations. (5 CFR 550.1403, OPM Q&A #7)
Domestic: up to 2 hrs usual waiting time · International: up to 3 hrs
Multi-time-zone: use point-of-first-departure time zone throughout (OPM guidance)

Travel Legs & Waiting Time 5 CFR 550.1404(b) · OPM Fact Sheet

Enter each leg of travel using local time where you are — select the local time zone for each segment and the calculator will automatically convert everything to your point-of-first-departure time zone per OPM guidance. Travel status ends upon arrival at the TDY worksite or lodging (whichever first) and resumes upon departure (whichever last). Time at the TDY location does not count.

  • No lump-sum payment upon separation 5 U.S.C. 5550b(b)

ATAAPS / Time Card Submission Guidance
